A good part of Concord is established ranch housing where the ground has had decades to settle and the planting is mature. The work there is corrective — fixing where water has learned to go — rather than starting from a blank yard.
Newer subdivisions start compacted
Newer neighbourhoods have the standard problem: construction traffic compacted the subsoil, sod went over the top, and water now sits. Breaking that compaction and setting real grade comes before any surface.
